The person who is going to attend the meeting as a spectator needs to get the approval by the Chairperson of the council and in case of the closed meeting attending as a spectator is not allowed at all. 3. The behavior carrying in an article not related with the meeting
4. The behavior eating food or smoking a cigarette
5. The behavior reading a newspaper or a book
6. The behavior sound/video recording and photographing without permission
7. The behavior expressing yes/no and applauding openly in the meeting place
8. The behavior disturbing the progress of the meeting by making a noise or the other things.
