According to this, the attendance of a Seongju-gun resident as a spectator is assured, so that anyone dwelling in Seongju-gun can attend the Seongju County Council Meeting as a spectator freely. The person who is going to attend the meeting as a spectator needs to get the approval by the Chairperson of the council and in case of the closed meeting attending as a spectator is not allowed at all. In addition, The number of the spectators is limited and the activities as below are prohibited in order to maintain the capacity of the spectators' seats and the order of the council house.

- General attendance as a spectator : Any county person.
Group attendance as a group spectator : Any group more than 10 persons that applied for the attendance from an education organization or the other group.
Long term attendance as a special spectator : Any press worker and any public official who has to attend the meeting on affairs.

Restrictions of the attendance as a spectator
- The admission of a person who comes under each article below is not allowed.
- Any person with any deadly weapon or dangerous article.
- Any drunk person.
- Any person who has a mental disorder.
- Any person who is suspected to disturb the order and any person whose behavior looks suspicious.

- A person less than 12 years old can be admitted only when the chairperson approved.
- The chairperson can limit the number of the spectators in order to keep order.

- The behavior wearing a headgear or an overcoat
- The behavior carrying in an article not related with the meeting
- The behavior eating food or smoking a cigarette
- The behavior reading a newspaper or a book
- The behavior sound/video recording and photographing without permission
- The behavior expressing yes/no and applauding openly in the meeting place
- The behavior disturbing the progress of the meeting by making a noise or the other things.
